अगस्त 2020 से अब तक एक करोड़ से अधिक यात्री एयर सुविधा पोर्टल से लाभान्वित हुए हैं
भारत में आने वाले अंतर्राष्ट्रीय यात्रियों की सुगम यात्रा को सुनिश्चित करने के लिए नागरिक उड्डयन मंत्रालय और स्वास्थ्य और परिवार कल्याण मंत्रालय ने एयर सुविधा पोर्टल पर संपर्क रहित स्व-घोषणा को अनिवार्य कर दिया है। एयर सुविधा पोर्टल अगस्त 2020 में शुरू किया गया था और अब इसे 30 नवंबर 2021 को जारी किए गए नए यात्रा दिशानिर्देशों को समायोजित करने के लिए सुदृढ़ किया गया है। एयर सुविधा भारत में अंतरराष्ट्रीय यात्रियों के आगमन को आसान बनाने के लिए अपनी तरह का पहला डिजिटल पोर्टल है। नागरिक उड्डयन मंत्रालय (एमओसीए) द्वारा विकसित यह पोर्टल यात्रियों को आरटीपीसीआर, टीकाकरण की स्थिति इत्यादि के साथ यात्रा और अंतिम प्रवास का विवरण प्रदान करने में सहायता करता है। आज के समय में इससे राज्य के अधिकारियों को यात्रियों के संपर्कों का पता लगाने (कांटेक्ट ट्रेसिंग) में सहायता मिलती है। एयर सुविधा के कार्यान्वयन का उद्देश्य भारत में आने वाले सभी अंतरराष्ट्रीय यात्रियों को कठिनाई मुक्त, पंक्ति मुक्त और सुविधाजनक हवाई यात्रा प्रदान करना है। एयर सुविधा पोर्टल 30 नवंबर 2021 को नए यात्रा दिशानिर्देशों को अद्यतन करने के बाद 1 दिसंबर 2021 से 05 दिसंबर 2021 तक 2,51,210 यात्रियों को पहले ही सहायता प्रदान कर चुका है। इसके अलावा, अगस्त 2020 में शुरू (लॉन्च) होने के बाद से अबतक 1 करोड़ से अधिक यात्रियों को एयर सुविधा पोर्टल से लाभान्वित किया गया है।
कोविड -19 वायरस के ओमिक्रॉन वेरिएंट की आवश्यक रोकथाम सुनिश्चित करने के लिए, एयर सुविधा पोर्टल से छूट वाले प्रपत्रों (फॉर्म्स) को हटा दिया गया है तथा अब भारत में आने वाले सभी अंतर्राष्ट्रीय यात्रियों के लिए सभी विवरण भरना अनिवार्य कर दिया गया है। भारत आने वाले सभी अंतर्राष्ट्रीय यात्रियों के लिए अब विमान में बैठने (बोर्डिंग) से पहले निम्नलिखित आवश्यक दस्तावेजों के साथ एयर सुविधा पोर्टल पर अपनी वर्तमान स्वास्थ्य स्थिति की घोषणा करना अनिवार्य है:
पासपोर्ट की प्रति, प्रस्थान के 72 घंटों के भीतर कराए गए एक परीक्षण से पीसीआर नकारात्मक प्रमाण पत्र और टीकाकरण प्रमाण पत्र। आव्रजन के लिए, भारत में आगमन पर ई-मेल में प्राप्त प्रति आवश्यक है और इसे विमान पत्तन स्वास्थ्य सन्गठन (एपीएचओ) काउंटर पर सत्यापित कराना होगा।
यात्रियों और स्वास्थ्य/राज्य अधिकारियों के लिए हवाई सुविधा को अनुकूल बनाने के लिए अद्यतन की गई सूचनाएं:
- ‘जोखिम में’ वाले देशों के सभी आवेदन पत्र एच और लाल पट्टी के साथ चिह्नित हैं और अन्य पर हरी पट्टी है। इससे आगमन पर पृथक्करण और प्रसंस्करण को सुचारू बनाने में सहायता मिलती है। यह सूची स्वास्थ्य और परिवार कल्याण मंत्रालय (एमओएचएफडब्ल्यू) द्वारा जारी अद्यतन सूचनाओं के अनुसार निरंतर परिवर्तित की जाती है।
- यह अनुप्रयोग (ऐप्लीकेशन) ‘जोखिम में’ वाले अनुप्रयोगों को उजागर करने के लिए पिछले 14 दिनों में विभिन्न देशों की यात्रा को भी ध्यान में रखता है। इस क्षेत्र को मानकीकरण के लिए बहु-चयन ड्रॉप-डाउन विकल्प में भी बनाया गया है।
- ड्रॉप-डाउन सूची प्रदान करके क्षेत्रों का मानकीकरण, उदाहरणार्थ: पते के लिए जिला और राज्य।
- पोर्टल की शुरुआत में नवीनतम एडवाइजरी के साथ अद्यतन की गई अक्सर पूछे जाने वाले प्रश्नों (एफएक्यू) की सूची और उपभोक्ता सेवा (कस्टमर केयर) का लिंक।
- ‘जोखिम में’ वाले देशों के लिए यात्रियों को सलाह दी जाती है कि वे आगमन पर अपने परीक्षण की पूर्व-बुकिंग करें और स्व- घोषणा पत्र (एसडीएफ) जमा करने पर यात्रियों को संबंधित परीक्षण सुविधा का लिंक प्रदान किया जाएगा।
सभी अंतर्राष्ट्रीय यात्रियों को जोखिम वाले देशों से आने/वहां से गुजरने के लिए नीचे दिए गए उपायों का पालन करना अनिवार्य है:
- एयर सुविधा पोर्टल पर स्व-घोषणा पत्र जमा करें
- नकारात्मक आरटी-पीसीआर रिपोर्ट अपलोड करें (यात्रा से पहले 72 घंटे के भीतर किए गए परीक्षण की)
- आगमन के बाद हवाई अड्डे पर कोविड-19 परीक्षण (यात्री द्वारा स्व-भुगतान)
- 7 दिनों के लिए घर पर ही (होम) क्वारंटाइन,
- 8वें दिन पुन: परीक्षण करवाएं और यदि रिपोर्ट नकारात्मक हो तो अगले 7 दिनों के लिए स्वयं के स्वास्थ्य की निगरानी करेंI
उन देशों की सूची जहां से यात्रियों को भारत आगमन पर अतिरिक्त उपायों का पालन करना होगा और जिसमें आगमन के बाद परीक्षण (जोखिम वाले देश) शामिल हैं। (इस सूची को 6 दिसंबर 2021 को अद्यतन किया गया)
